Sub:- Annual Health Check up in respect of CGHS Beneficiaries aged 75 years and above st HCOs empaneled hospitals : Clarification : sought for
Ref:- CGHS Directorate, New Delhi letter No Z-15025/36/2019/DIR/CGHS/CGHS (P) dated 19-08-2019 (copy attached for ready reference)
Dear Sir,
It is submitted for your kind information that vide the above letter "permission in respect of CGHS Pensioners beneficiaries (Primary Card Holders) aged 75 years and above has been accorded to undergo Annual Health Check up at any empaneled hospital (HCOs) after obtaining necessary approval/referral letter/memo from the CMO incharge concerned of their CGHS Wellness Center/Dispensary"
2. In this context, it is brought to your kind notice that the above letter is silent in extending similar facility (Annual Health Check up) to the family pensioner beneficiaries (secondary card holders) (like spouse, mother etc.,) aged 75 years and above. It is a clear injustice to those dependent beneficiaries who are aged 75 years and above. Though a search was made to locate a subsequent CGHS orders modifying the above stipulation of only "primary card holder" and extending this facility to similarly placed beneficiaries, unfortunately, no such orders could be located. Beneficiaries have been approaching this Association (CBWAI) with a request to take up the matter with CGHS Directorate for getting this facility extended to all similarly placed beneficiaries. Hence this appeal is submitted for the kind consideration of CGHS Directorate for issue of suitable amendment to the order under reference extending the facility of Annual Health Check up to all dependent beneficiaries who are aged 75 years and above with same terms and conditions enumerated therein.
3. Further it is submitted that the beneficiaries pan India desire and demand that the age stipulation indicated in the above order may be brought down to 65 years and above instead of 75 years and above, which may kindly be considered favourably and suitable orders issued at the earliest which will go a long way in helping the beneficiaries in that age segment for availing hassle free Annual Health Check up. As earlier requested by this Association in the backdrop of orders issued by CGHS Directorate simplifying the referral procedures whereby permitting the beneficiaries aged 75 years and above to approach directly (without obtaining the referral letter / memo from the CMO incharge of concerned CGHS Wellness Center) the empaneled hospitals HCOs for availing consultation facilities; to apply the same analogy of 65 years of age and above instead of 75 years of age and above; which in turn help them to avoid the cumbersome process of obtaining referral letter/ memo from the Dispensary.
4. Summing up, this Association expect that CGHS Directorate would consider the above proposals favourably and issue a consolidated and comprehensive order covering all the genuine demands put forth by the beneficiaries.
Thanking you,
Yours Sincerely,
