Subject : Freezing of DA to Central Government Employees and
DR to Central Government Pensioners at current rate till July,
2021--------Request for re-consideration and issuance of
de- freezing order-- regarding.
The decision of the Central Government for freezing of dearness allowances / relief as communicated vide
the OM of the Department of Expenditure dated 23.04.2020 denying the payment of additional DA/DR
due from 01.01.2020 and also the subsequent additional instalments likely to be due from 01.07.2020
and 01.01.2021 till 30.06.2021 causing the ongoing crisis of Corona Virus Pandemic – has came as a big
blow to the pensioners as a whole and especially the fellow Pensioners of this Association who are
presently coping with ongoing pandemic trauma.
The above referred order appears to be deadly against the Hon’ble Prime Minister’s speech in which he apprised that
“ Look after Senior Citizens and do not cut salary. Senior citizens are more venerable to catching COVID-19
Virus than others”. Moreover, it is absolutely against even the verdict of Hon’ble Supreme Court whereas it stated that
“pension is a right and not a bounty and thus the Government cannot take a plea of financial burden to
deny legitimate dues of the pensioners.” More so the right of the pension is being safeguarded by
the different pay/ pension Rules.
It cannot be denied that Pensioners is a class who are mostly at the juncture of last span of their
lives and undergoing various hardships . When the Union of India has been doling out Financial Packages even
to the big business houses and even the certain State Government has been allowed to waste Crores of rupees of Tax payers money part of which contributed by the pensioners who are of such income group level, issuance of order for freezing of DA @ 4% w.e.f 01.01.2020 and further up to 30.06.2021 appears to be illegal and arbitrary as well and also will further increase the hardship of the pensioners who are solely dependent on their pensions.
It is therefore, requested that the Government may kindly reconsider the decision and withdraw the same and issue a de-freezing order of DA/ DR by paying DA/DR @ 4% with effect from 01.01.2020 onwards to the Pensioners.
