To look after the welfare of Pensioers' of Central Excise, Customs including their family members viz. legitimate demands, ventilate the problems and promote brotherhood, fellow feelings and create enthusiasm among members, this association was formed on 16th day of September, 1998 by prolonged efforts of some superannuated officers of the department. Subsequently, after the inclusion of Service Tax with this department, the association has been renamed as Central Excise, Customs and Service Tax Pensioners' Association and got it registered with West Bengal Society Registration Department.

From the date of forming the Association till date, the members of the Association are relentlessly trying to give a good shape of this Association by looking after the various problems of the pensioners, arranging medical camp, Bijoya Sammilani, Picnic, donating lump sum amount to the meretorious needy students, donating good amount to the Jawan family or any devastated calamity of the country etc. etc. Besides above, the Association is looking after the case of family pension for the unmarried/ divorced/ physically handicapped daughters.
